| Mandate |
Committee on Human Rights and Freedoms shall examine proposals of laws and other acts related to: freedoms and rights of human beings and citizens, with special emphasis on minority rights; shall implement confirmed international acts that relate to exercising, protection and improvement of these rights; shall follow the actualization of documents, measures and activities for the improvement of national, ethnic and other equalities, especially in the field of education, health system, public information, social policy, employment, entrepreneurship and decision-making process; participate in drafting of the documents and harmonization with standards of legislation of EU; shall cooperate with equivalent committees of other parliaments and NGOs dealing with these issues (Article 44 of the Rules of procedure of the Parliament of Montenegro). |

Committee on Human Rights and Freedoms has 13 members.
The Parliament forms the Committee, whose composition agrees with the party representation of MPs in the Parliament. The selection of the president and the members of the Committee is made on the basis of the list of candidates, for the period of 4 years (Article 35 of the Rules of procedure of the Parliament of Montenegro).

| Working methods |
1) The President of the Committee convenes and proposes the agenda of the session, according to the materials directed by the Vice President of the Parliament (Article 62 of the Rules of procedure of the Parliament of Montenegro). 2) The Committee is obliged to consider every issue from its field of work, i.e. every act proposal submitted to the Committee and to report to the Parliament (Article 69 of the Rules of procedure of the Parliament of Montenegro). 3) The work of the Parliament and of its committees is public (Articles 211 and 212 of the Rules of procedure of the Parliament of Montenegro). 4) Due to gathering information, i.e. expert opinion on the act proposal that is in the procedure in the Parliament, parliamentary inquiries and hearings can be organized on the sessions of competent committees (Article 72 of the Rules of procedure of the Parliament of Montenegro). 5) The Committee composes and submits the hearing reports to the Parliament, which consists of the summary of the statement, and an adequate conclusion or some other act may be suggested (Article 77 of the Rules of procedure of the Parliament of Montenegro). 6) After the completion of the parliamentary inquiry, the Survey Committee submits the Parliament with the report that may contain the proposal of appropriate measures or acts from the Parliament's competence (Article 82 of the Rules of procedure of the Parliament of Montenegro). |
| Relations with other parliamentary bodies |
The committees communicate among themselves, concerning the issues of the mutual interest or mutual authority, and can therefore hold joint sessions, in agreement with the president of the committee (Article 66 of the Rules of procedure of the Parliament of Montenegro). |
| Relations with external bodies |
The representatives of the proponents of the act and the applicants of the amendments on the act proposal considered, can participate in the work of the Committee. Otherwise, the consideration is postponed. Government representatives, representatives from expert and scientific institutions, other legal entity, NGOs, as well as certain expert or professional workers, can attend the sessions of the Committee, but with no right to decide; can participate in the work of the Committee (Article 67 of the Rules of procedure of the Parliament of Montenegro).
The Committee considers the annual report on the work of the Ombudsman that he submits to the Parliament (Article 46 of the Law on the Protector of human rights and freedoms).
